Pick appropriate size based on your waist and hip circumference. 
Due to adjustable elastic waist and generaly relaxed fit you can easily wear this skirt sized down for tighter fit, without losing full mobility range or sized up, for a bit more room. 
Make sure to write a note during checkout if you are sizing down or up, so that I install appropriate length of the elastic cord.
